A reminder for non-functioning traffic light procedure

Proper procedure at a non-functioning traffic light. As a reminder:

Flashing yellow signal - proceed with caution BUT DO NOT STOP
Flashing red signal - STOP completely, proceed when clear (treat it like you would a stop sign)
Inoperable signal - TREAT AS A FOUR-WAY STOP SIGN ... STOP completely, take turns through the intersection.
